Dr. Joseph E. Plamondon is renowned in the industrial chemical community for his work on Toxic Substances Control Act (TSCA) matters, his presentations at professional events, his extensive writing on chemical regulatory matters, and his wealth of experience across the regulatory arena. Through numerous publications and presentations relating to TSCA and the Registration, Evaluation, Authorization and Restriction of Chemicals (REACH) for nearly 30 years, and publication of his unique book, "The Underlying Foundation of Science used in the Regulation of Industrial Chemicals," Dr. Plamondon has become the preeminent TSCA consulting scientist in the field. He has utilized his remarkable background to assist numerous companies in their TSCA compliance programs over the past 20 years.

Much of Dr. Plamondon's career has focused on the technical aspects of TSCA, especially chemistry, risk assessment, and toxicity to humans and the environment. The importance of these technical issues in the interpretation of statute requirements is apparent since implementing regulations are often written by chemists and other scientists in terms that can be understood only by those possessing a strong chemical background, normally a Ph.D.

For The Acta Group (Acta®) clients, Dr. Plamondon is a tremendous resource for technical guidance on nomenclature issues, determination of TSCA Inventory status of manufactured and purchased chemicals, and preparations and submittal of Premanufacture Notifications (PMN) and exemption notices prior to manufacture of new chemical substances. He advises clients on development of supporting data. His writing has included publication of a paper on the U.S. Environment Protection Agency’s (EPA) Sustainable Futures program and the role that modeling can play in assessment of possible risk factors of a new chemical substance. Dr. Plamondon conducts TSCA audits and training programs for companies, and provides TSCA Section 8(e) Substantial Risk guidance for specific toxicological and exposure endpoints that may be reportable.

Representative Engagements:

  • Conducted plant site audits and training programs for ten medium to large chemical companies.
  • Obtained approval through the PMN process for an important new product in the petroleum field with environmental benefits, including reducing the need for oil. The volume of production for the new substance was extremely high and a number of the components in it were extremely toxic, which resulted in very close scrutiny by EPA. Concerns were addressed in a variety of ways, including use of the Sustainable Futures program to demonstrate low risk based on low exposure and release, and emphasis on pollution control and environmental benefits of the new technology.
  • Prepared Low Release/Exposure (LoRex) notifications for superior optical devices used in electric applications using nanotechnology.
  • Provided guidance to a major supplier to the solar energy field through assessment of the TSCA Inventory status of numerous chemical combinations designed for use in solar energy devices.
