Heather F. Collins, MS, Regulatory Consultant with The Acta Group (Acta^®), is an excellent asset to clients who have issues in chemical regulation, registration, and compliance management matters for biocides and pesticides. Ms. Collins has over two decades of experience developing, implementing, and managing environmental, health, and safety (EH&S) compliance for global chemical and chemical product companies. Her prodigious skill in developing biocide and pesticide registration and compliance strategies, coupled with her keen awareness of the financial and temporal pressures of the marketplace, make her an excellent resource for clients seeking a competitive edge in their compliance management. Ms. Collins holds a Master of Science in Environmental Science and Management and a Bachelor of Science in Biology and Biochemistry from Duquesne University.

Ms. Collins works with registrants of conventional, antimicrobial pesticides, as well as biopesticides, to register and manage compliance under the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA), the Federal Food, Drug, and Cosmetic Act (FFDCA), and U.S. state pesticide regulations. Her strategic guidance includes planning, coordinating, and preparing FIFRA applications for new active ingredients, uses, products, and amendment/notification applications, tolerance and exemption petitions, and other submissions, including establishment registrations and annual reports, fee filings, and supplemental distributor notices. Ms. Collins is experienced in preparing and submitting pesticide applications, preparing registration review responses, managing testing to generate required data, composing compliant labels, and shepherding submissions through regulatory agency review efficiently and timely. Ms. Collins also assists clients with compliance with requirements under Canada’s Pesticides Regulatory Directorate (PRD).
